If you have a Jade Amulet in your inventory, a secret recipe pops up in your Tinkering window. Jade Dust. Level required is unknown, however, level 4 Tinkering is sufficient.

Okay, maybe that's blue-sky dreaming. But it's still cool.
Since it's Tinkering, I'm imagining it requires Pack(s) of Nails/Ingot(s). Do you have an exact number on the components, or are you still experimenting?
Just the Jade amulet is needed. However, what the dust is for is anyone's guess.
This is enchantment mechanics, where you don't see the item till you have the ingredients. If you look at some of the Enchantment recipes, you can see how convoluted it can get. Redman was responsible for discovering a lot of them.
This is work best done in a Guild Hall with chests full of exotic items. Something I don't have access to at this time.

Even though my discoveries are modest (I can only claim discovering the recipe for Essence of Speed and Birthday Cake!) my Enchanting level is 14 and I do have a Jade Amulet!. If this dream is to become reality, I could also try at my GH if/when I can return to the game!

Milor' Stryker, as suggested to you in game, perhaps a Jade Dust can be thorwn at a mnster to see if it causes "funny' damage? If anybody experiments, I suggest throwing it at a Scorpion or a Spider, as these creatures do not loot anything and should drop the item if unaffected (also, they are easy to kill and therefore hopefully recover the item (a few weeks ago I threw a Medium Protection Ring at a Scorpion and it dropped it to the ground).
